Lead the department in the planning, development, coordination, and implementation of policies, procedures, goals, and objectives. Provide direction for the department through strategic short and long-term goal setting and planning. Prepare annual budget in excess of 1.5 million dollars and monitor budgetary performance on a continuing basis. Direct Equalization Office staff including hiring, training, daily supervision, work direction, and performance management. Ensure appraisal staff's educational requirements are current and in compliance with the South Dakota Department of Revenue. Analyze market income and construction data to determine annual assessment of real property within Minnehaha County. Establish fair market value of all real property subject to taxation. Conduct sales ratio studies and interpret findings to ensure assessment accuracy and attainment of market value. Direct and analyze statistical data concerning current property market values. Oversee a complex computer system dealing with the appraisal process. Investigate and respond to inquiries from citizens and public officials concerning property valuations. Investigate and prepare appraisal defenses. Supervise the calculation and preparation of the assessment roll. Explain the processes used in determining the assessment appraisals. Attend community meetings and respond to community concerns. Manage public relations and media relations. Interpret applicable laws, rules, and regulations that affect the Equalization Office and direct the department's policies and procedures to remain in compliance. Testify before the South Dakota state legislature on various valuation and tax matters. Review and defend equalization values during boards of equalization and the office of hearing examiners. Testify in court as needed.
Bachelor's degree in business administration, mathematics, statistics or related field plus five years of progressively responsible technical and administrative work in the appraisal of real property for tax purposes. Comparable combination of education and experience may be considered. Certified Assessor Appraiser (CAA) or ability to attain certification within one year. Thorough knowledge of methods, techniques, and procedures utilized in mass appraisal of property for tax assessment purposes. Thorough knowledge of the state laws governing the assessment of real property. Considerable knowledge of survey/land measurements and real property descriptions. Ability to plan, organize, and direct the work of others. Ability to prepare clear, concise, and accurate reports. Extensive experience working with computer spreadsheets and word processors. Must successfully complete pre-employment background process. Ability to communicate effectively verbally and in writing. Ability to establish and maintain strong and effective working relationships with employees, other agencies, and the public. Ability to maintain professional appearance and demeanor.
